As economic policy, the Kyoto Accord is a disaster. As environmental policy it is a fraud.

However, he refuses to consider the costs of not implementing Kyoto which the famous economist Nicholas Stern estimated at 5 to 20% of GDP. Harper also refuses to consider the economic benefits of implementing Kyoto in energy saving, and the benefits of marketing Canadian green technology to other countries.
