Passing The Bucks
In Canada, the federal government keeps passing expenses onto the provincial governments. They it brags about then savings, then it blows them on frills like pageants, fireworks and military toys without practical purpose. In turn, the provincial governments fob expenses off on the municipal governments and brag of their fiscal wizardry. They forget that the taxpayer has only one pocket. All the money for all three levels of government comes from him. They should be allocating expenses in the most efficient way, not in a way just to make themselves look good.
