University level education is the easiest to broadcast to the Internet. Profs lecture to giant halls and rarely talk to a student. These lectures with transcribed notes should be available freely on the net to anyone anywhere who wants to learn. Computers can teach lower levels where you need drill much more effectively that live teachers. Government should fund programming, scripts and electronic text books then put them on the net for the world. This will do far more good in the long run than the pitiful amounts of foreign aid. We are being dogs in a manger refusing to share this information.
