There have been several proposals to speed up Java and reduce its RAM (Random Access Memory) footprint. These include:

Taking a snapshot of the RAM after the class files have been loaded and using that as a starting point.
Gespenster student project
Putting java.exe into suspended animation so it does not need to be restarted each time.

Running more than one program at a time in a JVM (Java Virtual Machine).
Echidna project
Using native mode compilers.

Converting java.exe to a DLL (Dynamic Link Library). Jonathan Revusky (author of SmartJ) converted the Jikes javac.exe compiler to a DLL.
