If you have poor quality lines, you will get scrambled or lost packets that have to be retransmitted, slowing down the flow. To estimate the quality of your lines see ping.
I would not recommend letting it change any TCP/IP (Transmission Control Protocol/Internet Protocol) priority settings in Vista. If you want to experment make sure you take a backup of the old settings.
