Why Was Mr. George W. Bush Left Out in the Open?

Mr. George W. Bush was at a publicly announced event at the time of the attacks. One would think it prudent for him to head for cover on hearing of the attacks. Yet he carried on as if he knew he were in absolutely no danger. How could he know that? He was unafraid of the attackers, as if he knew their specific plans, and that they meant him no harm. How could this be unless he was in on the planning?
